Consent to Establish/Consent to Operate
To start a new project by a company and to operate it is quite challenging. It requires several approvals, studies and reports making to successfully run a project. Consent to Establish (CTE) and Consent to Operate (CTO) are key requirements that are obtained from State Pollution Control Boards. It involves rigorous environmental monitoring of pollutants released as a consequence of running a project.

Consent to Establish (CTE)
This is also known as No Objection Certificate (NOC) and must be obtained by a company according to the Water act 1974 and Air Act 1981 before commencement or establishment of the project on the project site. All the tedious process, right from documentation to obtaining the content is taken care of by P and M Solutions. The company just needs to provide us with mandatory paperwork like demand draft for fees, a site plan of the proposed project, approvals from the government and local bodies and all possible details that concern the project.
Consent to Operate (CTO)
This approval is vital for the renewal of the project and its documentation process including online submission is taken care of by P and M Solutions. The documents required for this purpose are a Detailed Project Report, air, water, soil and noise sampling and analysis report, a copy of the previous consent and several other documents as outlined by respective state boards. A CTO can be renewed every 1 to 5 years as per the category of the project or industry.
The companies might also be charged with penalties on running projects or manufacturing units without proper consents.
