Consent to Establish and Consent to Operate
Consent to Establish (CTE) and Consent to Operate (CTO) are pollution-control approvals administered by the relevant State Pollution Control Board or Pollution Control Committee for applicable industries, projects and activities. The precise application route, category, documents, fees, validity and conditions vary by state, project type and pollution category.

Consent to Establish (CTE)
CTE is generally required before establishing, expanding or making specified changes to an applicable unit or project. A submission may require site and land details, process description, water balance, expected emissions and effluent, pollution-control arrangements, waste-management information, utilities and supporting local approvals.
Consent to Operate (CTO)
CTO is associated with operation after the approved facilities and pollution-control arrangements are in place. A first CTO or renewal may involve previous consent documents, production information, monitoring and analysis reports, treatment-system details, waste records, compliance with earlier conditions and other project-specific information.

Within Delhi NCR, the responsible authority depends on the project location: Delhi Pollution Control Committee (DPCC) in Delhi, Uttar Pradesh Pollution Control Board (UPPCB) for Noida, Greater Noida and Ghaziabad, and Haryana State Pollution Control Board (HSPCB) for Gurgaon/Gurugram and Faridabad.
